Measures of Administration of Telecommunication Construction
Title of Laws, Regulations, or Judiciary Interpretation: Measures of Administration of Telecommunication Construction Promulgating Organ: The Ministry of Information Industry, The State Development P1anning Commission Date of Promulgation: Jan 4, 2002 Date of Implementation: Feb 1, 2002 Applicable Scope: These measures are to be adhered to for the newly constructed, reconstructed and extended construction of public telecommunications network, specialized telecommunications network and broadcasting television transmission network within the territory of the People's Republic of China. Major Contents: The Ministry of Information Industry and telecommunications control bureaus of various provinces, autonomous regions and municipalities directly under the State Council implement supervision control towards the construction of public telecommunications network, specialized telecommunications network and broadcasting television transmission network throughout the country and their respective administrative regions, while being respectively responsible for the compilation of telecommunications industry development planning and the telecommunications industry development planning in their respective administrative regions, and at the same time implementing filing system towards the planning. These measures also stipulate against the procedures of examination and approval of public telecommunications networks and the control of telecommunications construction market. The Ministry of Information Industry and telecommunications control bureaus of various provinces, autonomous regions and municipalities directly under the State Council implement supervision control towards the telecommunications construction market, quality of telecommunications construction works, calling and bidding for tender and relevant telecommunications construction activities throughout the country and their respective administrative regions and telecommunications construction on the situation of implementation of compulsory standard. The Ministry of Information Industry and telecommunications control bureaus of various provinces, autonomous regions and municipalities directly under the State Council may entrust supervision organizations that have passed the checks by the Ministry of Information Industry for the specific implementation of quality supervision of telecommunications construction projects. |
