Title of Laws, Regulations, or Judiciary Interpretation: Interim Measures of Quota Control on Import Tariff for Chemical Fertilizers Promulgating Organ: The State Economic & Trade Commission, The General Administration of Customs Date of Promulgation: Jan 15, 2002 Date of Implementation: Feb 1, 2002 Applicable Scope: Within a Gregorian Calendar year, the State confirms the implementation of chemical fertilizers and amount of annual market access for Customs tariff quota control. Major Contents: The State Economic & Trade Commission is responsible for the control of Customs tariff quota control of chemical fertilizers throughout the country. These measures stipulate the factors to be put into consideration for the distribution of Customs tariff quota by the State Economic & Trade Commission, while also stipulating the validity and adjustment for Customs tariff quota. The State implements State-run trade control towards the import of chemical fertilizers, but certain amount of Customs tariff may also be arranged for non-State-run trading enterprises to import and manage.
