Title of Laws, Regulations, or Judiciary Interpretation: Regulations of Control of Sewage Discharge Levies and Utilization Promulgating Organ: The State Council Date of Promulgation: Jan 2, 2003 Date of Implementation: Jul 1, 2003 Applicable Scope: Control of Sewage Discharge Levies and Utilization Major Contents: These regulations stipulate that the administrative competent authorities, financial departments, price control departments of the environmental protection of the People's Government above county level are required to reinforce towards the sewage discharge, guidance, control and supervision of levying and utilization work; while also stipulating that the levying and utilization of sewage discharge are to strictly adhere to the implementation of the "two payment and collection lines". On the levying of sewage discharge, these regulations stipulate the organs of formulating the levying standard, while also stipulating the scope of payment of sewage discharge. On the utilization of sewage discharge fees, these measures stipulate the paths of use of sewage discharge fees.
