Title of Laws, Regulations, or Judiciary Interpretation: Regulations for Safety Control of Dangerous Chemical Products Promulgating Organ: The State Council Date of Promulgation: Jan 26, 2002 Date of Implementation: Mar 15, 2002 Applicable Scope: These Regulations are to be adhered to for the producing, managing, storing, transporting and applying of dangerous chemical products and the disposal of dangerous chemical goods within the territory of the People's Republic of China. These Regulations are not applicable for the safety control of civil-use explosives, radioactive products, nuclear substances and urban fuel gas. Major Contents: These Regulations contain seven chapters and 74 articles. These Regulations carry out stringent delineation towards the scope of dangerous chemical goods, specifically stipulating towards the production, storage and application of dangerous chemical goods, management and transport of dangerous chemical products, and the registration and emergency measures for accidents and relevant legal responsibilities of dangerous chemical products. Stipulations in this these Regulations will be applicable for the safety control of surveillance chemical products and dangerous chemical products classified as medicines and pesticides; whereas there are other stipulations by the State, such stipulations are to be adhered to. Import control of dangerous chemical products will be carried out according to relevant State regulations; the stipulations in these Regulations will be applicable on the management, storage, transport and the management, storage, transport and application of dangerous products and the disposal of imported waste dangerous chemical products.
